Prof. Chia-Chi Cheng is currently Dean of the College of science and Engineering at Chaoyang University of Technology in Taiwan. Prior to her current appointment she served for 3 years as a Chair of Department of Construction Engineering at Chaoyang University of Technology. She also serves as the Chair of Non-Destructive Test committee at Chinese Institute of Civil and Hydraulic Engineering in Taiwan since 2014. She received a B.S. from National Taiwan University in 1988, M.Eng. and Ph. D from the Department of Civil and Environmental Engineering at Cornell University in 1989 and 1993, respectively. The Center for NDT in Chaoyang University (CNDT), which she founded at 2005, is one of the most well-known civil engineering related non-destructive testing centers in Taiwan and carries out dozens of projects each year. The testing subjects include nuclear power plants, high-speed railways, prestressed bridges, airport pavement, pier foundations, high-tech factory plants, dikes, dams, wind turbines, and residential structures, etc.. The annual commissioned budget averages ten million NT dollars.

As a researcher, Prof. Cheng has published over 130 journal and conference papers, and more than 180 technical reports in the areas of stress-wave related NDT methods, bridges assessment using Microwave Interferometer, and new applications using Ground Penetration Radar. Professor Cheng is specialized on concrete non-destructive evaluation using stress-wave methods. She developed a technique called normalized impact-echo method (IE) to evaluate many defect scenarios which can hardly be assessed by other methods, such as distinguishing crack with epoxy infilled crack, evaluation of interfacial bond condition between concrete plate-like structure and soil or epoxy based substrate, loss of bond of reinforced concrete subjected to early-age vibration or the fulfill of concrete in steel plate jacketed composite structure. This technique has been utilized in many field works in Taiwan. Recently, Professor Cheng is developing another innovated technique for quick assessment of the depth of concrete surface deterioration such as concrete subjected to segregation and bleeding or after fire. She has received 22 Research Grants and is the rewarded excellent scholar elected by Ministry of Science and Technology in Taiwan. Her work  on “producing and assessing cracked and repaired thick concrete plate specimens” was chosen as an excellent research project by Atomic Energy Council of Taiwan in 2005. She was Rewarded Excellent Scholar from Ministry of Science and Technology in Taiwan in 2013 and 2015.

As an educator, Professor Cheng received CYUT's outstanding teaching award in 2005, and best class advisor award in 2005. She also received Model Capstone Course Award for the course “Special Topics: Enterprise Program” in Chaoyang University of Technology, 2015. The six-semester innovating program allows students practice non-destructive inspection in enterprise learning process. She also organizes many training courses for CNDT including courses introducing non-destructive testing methods for engineers working on bridge and road maintenance and courses for training personnel of building facades safety diagnosis. She helped designing the test sites with concrete plate containing anomalies, pipelines underneath pavement, defected foundation piles, and walls with various types of wall tiles. These test sites provide field testing opportunity for both training courses and NDT courses for undergraduate and graduate levels.

Professor Cheng served as the Chair of Non-Destructive Test committee and member of Editing and Publishing Committee, Academic and the Board of Education Committee of Central Division and Student Activities Committee at Chinese Institute of Civil and Hydraulic Engineering in Taiwan. She is the Chair of organize committee of the Conference for the 9th National Workshop on Nondestructive Evaluation of Civil Infrastructural System in 2015 and 14th National Conference in Structural Engineering and 4th National Conference on Earthquake Engineering in 2018, and  Advisor Committee of the Cross-Straits civil engineering college teachers Monitoring and Control Workshop (2012-2016). She is Editor-in-Chief of International Journal of Applied Science and Engineering, Guest Editor of The Magazine of The Chinese Institute of Civil and Hydraulic Engineers. She has been a reviewer for many international academic journals including NDT&E International (EI, SCI), Journal of Nondestructive Evaluation (EI, SCI), Automation in Construction (EI, SCI), Journal of Sound and Vibration (EI, SCI), Journal of Mechanics (EI, SCI), and Journal of the Chinese Institute of Engineers (EI, SCI).

Through her career, Professor Cheng has participate hundreds of Industrial-Academic Cooperation Projects in Civil Engineering related non-destructive testing, the major projects include nondestructive evaluation of bond quality of the repairing interface for more than one hundred girders at THSR (Taiwan High Speed Railway) Lot C291, Integrity assessment of base floor of concrete containment for the second unit of Taiwan’s First Nuclear Power Plant, runway layer thickness identification using impact-echo and Ground Penetration Radar for 13 airport in Taiwan. Impact-Echo measurements of inner liner thickness in tunnels, inspection of the hollowness inside river or sea coastal embankments using radar, thermography and impact-echo with total length more than 800 kilometers, evaluation of the dynamic characteristics for  various extradosed, prestressed box girder and I-beam bridges using microwave interferometer, non-destructive assessment of bond condition of steel rebars for numerous buildings and bridges which were cast few hours before Chi-Chi Earthquake (with Richter magnitude scale 7.3) using impact-echo method, using Lamb Waves and normalized IE to evaluate debonding of steel plate strengthened concrete floor, damage bridge inspections after flood, using surface wave dispersive characteristics for evaluating the depth of deteriation of structures after fire, cooperating with police department using Ground Penetrating Radar to detect buried human remains. Since 1997, Professor Cheng received Excellent Industrial-Academic Cooperation and Academic Performance Award in Chaoyang University of Technology each year.
